Bioethanol has been a flop in France, where less than 18 months ago a government-supported initiative set ambitious targets for the spread of the fuel.
E85, which is a blend of 85 percent ethanol and 15 percent gasoline, is available at few fuel stations in the country, and sales of flexfuel-powered cars in France have remained slow.
A change in the way France taxes new cars has been partially blamed for the situation.
