Misfit Abel (Malkovich) desperately believes in his own personal power to change the world around him. He winds up captured by the Germans in 1939 and is held in a POW camp until chance lands him in the service of a group of high-ranking Nazis, including Hermann Goring (Spengler). Goring sends Abel out to recruit young boys into becoming military conscripts and he gains the nickname of the Ogre, the mythic devourer of children.
