Estate owner Robert Carne (Richardson) lives with teenaged daughter Midge (Johns) and has money woes from keeping ill wife Madge (Todd) in a mental hospital. A city councilman as well, Carne's drawn into a plan that will supposedly built decent housing for the lower classes but is actually a scam (which he discovers).
