crowding A collective or public good is said to suffer from crowding if the ratio of individual benefit to total cost declines as the number of people who use or enjoy the good increases; in short, the more who enjoy it, the less each enjoys it. A good example is highways, a public good which become less attractive as more people use them, until the point at which people reckon it is not worth their while attempting to travel by car.
