SIDELIGHTS:
XiaoHu Wang is a Chinese academician and budget analyst. Born in China on March 23, 1962, Wang is the son of a civil servant and a nurse. Wang received a bachelor of economics in business administration in 1983 from Beijing's Renmin University of China. He followed this with a master of economics in public finance in 1988 from the same university, just one year after he married his wife, the editor Xiao Yan Liu. From 1987 to 1991 he worked at his alma mater as an assistant professor of public finance. In 1991, he entered Florida International University (FIU) in Miami, Florida, to pursue studies in public administration. While at FIU, he also worked for the United States Agency for International Development (USAID) in Miami as a budget analyst for the local governance project from 1993 to 1994. He concurrently worked for the Town of Davie, in neighboring Broward County, also as a budget analyst. Wang completed his master of public administration degree in 1995. Upon receiving this degree, he began working at the university as an instructor and as a research associate at the Florida Institute of Government. He also continued his studies while working for the university and earned a Ph.D. in public administration in 1997. Upon completion of his doctoral degree, Wang accepted a position at Orlando's University of Central Florida as an assistant professor of public administration. He was later promoted to associate professor of public administration in 2003.
During his career, Wang has been active in the executive committee of the American Society of Public Administration Section on Public Performance and Management. He also contributes scholarly articles and book reviews to a number of periodicals and academic journals. He published his first book in Chinese in 1991 with C. Wang, called Theories of Public Finance.
In 2006 Wang published his first book in English, Financial Management in the Public Sector: Tools, Applications, and Cases, through M.E. Sharpe. The book is written in textbook format to allow for easy instruc- tion on the topic of financial management in the public arena. The book primarily focuses on budgeting and financial management issues and takes a more detailed look at the ways to approach these issues. The textbook takes various case studies to cover the areas of financial implementation, financial planning, and financial reporting and analysis. The index also contains answers to questions posed throughout the book. A contributor to the Reference & Research Book News thought that Financial Management in the Public Sector "can also serve as a core text" for taught courses that cover financial management tools and budgeting for public financial management.
XiaoHu Wang told CA: "The only motivation I have for writing is the reader. I like my works (books) to be read by people. I hate to publish something no one ever reads.
"I first became interested in writing because of the lack of good textbooks in the field of public administration."
When asked who influences his work, Wang responded: "My students have provided constant critique to my works." He described his writing process as: "(1) Deciding on the topic and chapters. (2) Identifying key concepts covered in each chapter. (3) Writing down the key points in each chapter. (4) Write-up. (5) Rewrite, rewrite, rewrite…. "
"I still [can't] believe that I, a native Chinese speaker, can write a book in English that is read by many. I hope that my books will increase the reader's application of the knowledge—I hope people USE what I write, not just read it."
